High-level summary
A telecommunications-sector assessment combining quality management requirements with applicable performance measurements. Audits examine how product or service categories, operating controls and submitted measurement data support the defined certification scope.
Certification requires the appropriate recognised TL 9000 arrangements. Applicable handbook releases, product category tables and scheme notices must be confirmed together; a single year-based label does not adequately describe the complete certification criteria.

- Application & scope. Define products, services, locations and eligible TL 9000 categories, with required registration arrangements.
- Scheme review & planning. Confirm recognised TL 9000 delivery authority, handbook applicability, categories and measurement obligations.
- Stage 1 — readiness. Review applicable requirements, measurement selection, submission arrangements and quality system readiness.
- Stage 2 — implementation. Audit sector controls and trace measurement data to source records and applicable definitions.
- Nonconformity resolution. Review corrections and corrective actions; verify closure or accept action plans as the applicable rules require.
- Independent decision & registration. Complete independent review and issue certification with the required TL 9000 registration records if approved.
- Surveillance. Review measurement submissions, category changes, operational performance and maintained conformity.
- Recertification. Reassess the system before certificate expiry and complete the required review and decision for a new cycle.
