Programme Summary
Building handover succeeds when performance requirements, verification activities and operating information are coordinated from the outset. This programme develops practical commissioning management skills across design review, installation readiness, functional testing and occupancy transition. Participants prepare a commissioning plan and evidence register for a building case, identifying responsibilities and unresolved issues that must be addressed before reliable operational acceptance.
Training Objectives
1 Connect commissioning with owner performance requirements; 2 Strengthen planning and verification evidence controls; 3 Improve coordination across project delivery interfaces; 4 Support complete operational handover and training; 5 Build disciplined management of outstanding issues.
Learning Outcomes
1 Translate requirements into commissioning acceptance criteria; 2 Develop a coordinated commissioning activity plan; 3 Review supplied test and readiness evidence; 4 Identify defects and incomplete handover information; 5 Prepare an operational acceptance recommendation.
Target Audience
Commissioning Coordinators; Building Services Engineers; Facilities Managers; Project Engineers; Construction Managers; Handover Managers.
Target Industries
Commercial Buildings; Hospitals; Hotels; Education Campuses; Data Centres; Mixed Use Developments.

Assessment
- 60 single best answer questions, including applied scenarios; one mark per question.
- 90 minute invigilated digital examination with identity verification. Approved accessibility adjustments preserve the assessed competence.
- Supplied reference pack permitted; external internet and AI assistance prohibited.
- Individual applied assessment (45 minutes): Prepare a commissioning and handover plan, review supplied test evidence and issue an acceptance recommendation with clear outstanding actions and operating restrictions.
- Assessment criteria: Traceability from requirements to verification; Completeness of handover and readiness controls; Quality of acceptance and escalation decisions.
- Pass each component separately: 45/60 written marks (75%) and at least 70% on the applied task.
- All mandatory criteria must pass: Do not accept unresolved critical safety system failures.
- Individual results and feedback are provided. One reassessment may follow coaching under the published enrolment terms.
Certification
- Successful learners receive a TQCSI Arabia digital Certificate of Successful Completion.
- The certificate records the learner name, exact programme title, teaching hours, completion date and unique verification reference.
- Verified identity, full attendance and separate written and applied passes are required; all mandatory critical criteria must be met.
- Proposed issue target: within 30 calendar days of approved results and settlement of applicable fees.
- Records assessed commissioning management and handover skills; it does not authorise statutory testing, engineering approval or building occupancy certification.
- Attendance confirmation may record completed hours for unsuccessful learners; it does not certify successful completion.
