Programme Summary

Develop the skills to scope and critically review an environmental impact assessment for a proposed project. Participants examine alternatives, baseline evidence, impact pathways, mitigation and stakeholder input across the project lifecycle. A project case links significance judgements with monitoring and management commitments, helping teams commission proportionate studies while recognising jurisdiction specific approval processes and the need for competent technical specialists.

02

Training Objectives

1 Clarify project environmental impact assessment processes; 2 Strengthen screening scoping and alternatives analysis; 3 Evaluate baseline quality and impact significance; 4 Connect mitigation commitments with monitoring responsibilities; 5 Improve technical review and stakeholder communication.

03

Learning Outcomes

1 Prepare a project screening and scoping note; 2 Identify receptors baseline gaps and study needs; 3 Compare alternatives using explicit impact considerations; 4 Evaluate mitigation and residual impact reasoning; 5 Draft monitoring commitments and review questions.

04

Target Audience

Environmental Officers; Project Managers; Planning Engineers; Environmental Consultants; Infrastructure Development Managers; Permitting Coordinators.

05

Target Industries

Infrastructure Development; Construction; Mining and Quarrying; Energy Projects; Industrial Development; Water Infrastructure.

Course Contents

  • Module 1 Impact Assessment Purpose and Project Lifecycle: Decision support and environmental assessment boundaries; Project assessment versus strategic environmental assessment; Jurisdiction specific screening and approval processes.
  • Module 2 Project Description and Alternatives: Construction operation closure and associated facilities; Location scale technology and design alternatives; No project option and transparent comparisons.
  • Module 3 Screening and Scoping: Project characteristics and sensitive receiving environments; Significant issues study boundaries and timeframes; Terms of reference and specialist requirements.
  • Module 4 Baseline Information and Survey Planning: Existing conditions seasonal patterns and trends; Desk studies surveys and data representativeness; Quality limitations and appropriate specialist evidence.
  • Module 5 Stakeholder Engagement and Participation: Affected communities authorities and other interests; Accessible information consultation and issue records; Integrating concerns without replacing technical judgement.
  • Module 6 Impact Pathways and Prediction: Sources pathways receptors and causal reasoning; Direct indirect induced and cumulative effects; Prediction methods uncertainty and significance evidence.
  • Module 7 Assessing Impact Significance: Magnitude sensitivity duration extent and reversibility; Likelihood cumulative context and stated thresholds; Consistent judgements and documented assumptions.
  • Module 8 Mitigation Hierarchy and Design Responses: Avoidance before minimisation restoration and compensation; Feasible controls embedded in project design; Residual impacts and limits of offsetting.
  • Module 9 Environmental and Social Management Commitments: Specific measures owners schedules and resources; Contractor obligations and construction phase controls; Emergency arrangements and change management interfaces.
  • Module 10 Monitoring and Adaptive Management: Indicators locations methods frequency and thresholds; Verification responsibilities and reporting requirements; Corrective responses and reassessment triggers.
  • Module 11 Report Review and Decision Support: Complete evidence and clear nontechnical summaries; Testing alternatives assumptions and unsupported conclusions; Conditions commitments and regulatory decision boundaries.
  • Module 12 Project Scoping and Review Workshop: Preparing a defensible project scoping note; Reviewing a supplied impact and mitigation table; Presenting further study and monitoring priorities.

Assessment

  • 60 single best answer questions, including applied scenarios; one mark per question.
  • 90 minute invigilated digital examination with identity verification. Approved accessibility adjustments preserve the assessed competence.
  • Supplied reference pack and calculator permitted; external internet and AI prohibited.
  • Individual applied assessment (45 minutes): Prepare a scoping note for a fictional project, identify priority receptors and specialist studies, critique an impact and mitigation table, and draft measurable monitoring commitments.
  • Assessment criteria: Relevant scope receptors and evidence requirements; Defensible impact and mitigation evaluation; Specific monitoring commitments and review priorities.
  • Pass each component separately: 45/60 written marks (75%) and at least 70% on the applied task.
  • All mandatory criteria must pass: Do not conceal significant adverse impacts or present unsupported approval conclusions.
  • Individual results and feedback are provided. One reassessment may follow coaching under the published enrolment terms.

Certification

  • Successful learners receive a TQCSI Arabia digital Certificate of Successful Completion.
  • The certificate records the learner name, exact programme title, teaching hours, completion date and unique verification reference.
  • Verified identity, full attendance and separate written and applied passes are required; all mandatory critical criteria must be met.
  • Proposed issue target: within 30 calendar days of approved results and settlement of applicable fees.
  • Records environmental impact assessment scoping and review learning; it does not confer statutory practitioner registration, project approval authority or specialist survey competence.
  • Attendance confirmation may record completed hours for unsuccessful learners; it does not certify successful completion.
