Programme Summary
Develop advanced judgement for food safety decisions involving uncertain evidence, complex processes and competing control options. Participants distinguish operational HACCP hazard analysis from formal scientific risk assessment, evaluate exposure and consequence information, and communicate limitations clearly. A substantial case develops a documented risk assessment brief and leadership recommendation, supporting proportionate decisions and effective engagement with technical specialists.
Training Objectives
1 Strengthen advanced food safety risk decision skills; 2 Differentiate HACCP analysis from scientific risk assessment; 3 Improve evaluation of exposure uncertainty and evidence; 4 Develop proportionate risk management and communication approaches; 5 Support technical leadership of complex food decisions.
Learning Outcomes
1 Define a focused food safety risk question; 2 Evaluate hazard exposure and consequence evidence; 3 Document assumptions uncertainty and specialist evidence needs; 4 Compare control options using explicit decision criteria; 5 Present a justified risk management recommendation.
Target Audience
Senior Food Safety Managers; Technical Directors; Food Safety Risk Specialists; HACCP Programme Leaders; Product Safety Managers; Food Safety Consultants.
Target Industries
Food Manufacturing Groups; Food Importing; Retail Technical Services; Ingredient Manufacturing; Specialist Nutrition Manufacturing.

- Module 15 Complex HACCP Leadership: Challenge control assumptions across process interfaces; Resolve disagreement through evidence review; Escalate unacceptable uncertainty to decision owners.
- Module 16 Emerging Risks and Intelligence: Supply changes and emerging hazard signals; Evaluate alerts without unsupported extrapolation; Set review triggers and surveillance responsibilities.
- Module 17 Risk Communication and Stakeholder Decisions: Tailor messages to technical and business audiences; Explain uncertainty and consumer implications; Record decisions rationale and dissenting evidence.
- Module 18 Incident Risk Assessment and Escalation: Time limited decisions and incomplete information; Precautionary containment and information priorities; Review decisions as new evidence emerges.
- Module 19 Risk Assessment Review and Documentation: Check traceability of evidence and assumptions; Use independent challenge and peer review; Define reassessment conditions and evidence retention.
- Module 20 Advanced Risk Leadership Capstone: Prepare a scoped risk assessment brief; Compare controls and defend a recommendation; Present limitations and further specialist work.
Assessment
- 100 single best answer questions, including applied scenarios; one mark per question.
- 150 minute invigilated digital examination with identity verification. Approved accessibility adjustments preserve the assessed competence.
- Supplied reference sheets permitted; messaging, internet searches and external AI assistance prohibited.
- Individual applied assessment (90 minutes): Produce a scoped food safety risk assessment brief using supplied data; compare two control options, document uncertainty and defend a leadership recommendation with further evidence requirements.
- Assessment criteria: Correct framing and use of relevant scientific evidence; Transparent treatment of assumptions exposure and uncertainty; Proportionate controls and clearly justified decision boundaries.
- Pass each component separately: 75/100 written marks (75%) and at least 70% on the applied task.
- All mandatory criteria must pass: Do not represent limited classroom analysis as a validated full quantitative risk assessment; Escalate unresolved material consumer safety uncertainty.
- Individual results and feedback are provided. One reassessment may follow coaching under the published enrolment terms.
Certification
- Successful learners receive a TQCSI Arabia digital Certificate of Successful Completion.
- The certificate records the learner name, exact programme title, teaching hours, completion date and unique verification reference.
- Verified identity, full attendance and separate written and applied passes are required; all mandatory critical criteria must be met.
- Proposed issue target: within 30 calendar days of approved results and settlement of applicable fees.
- Records assessed TQCSI course achievement; the level indicates programme progression and does not imply equivalence to an external qualification framework.
- Attendance confirmation may record completed hours for unsuccessful learners; it does not certify successful completion.
