Programme Summary

Apply layer of protection analysis to a bounded process hazard scenario with disciplined assumptions and evidence. Participants define initiating events, assess independent protection layers and calculate conditional event frequencies using supplied data. Exercises focus on dependency, double counting and sensitivity, helping teams recognise when analysis is insufficient and when functional safety or consequence specialists must support the final engineering decision.

02

Training Objectives

1 Frame suitable scenarios for semi quantitative analysis; 2 Evaluate independence and effectiveness of protection layers; 3 Apply frequency calculations with transparent assumptions; 4 Recognise uncertainty dependencies and double counting; 5 Communicate additional risk reduction and specialist needs.

03

Learning Outcomes

1 Define a clear initiating event scenario; 2 Screen proposed independent protection layers; 3 Calculate a conditional scenario event frequency; 4 Perform a simple sensitivity review; 5 Prepare a qualified risk reduction recommendation.

04

Target Audience

Process Safety Engineers; Process Engineers; Instrument Engineers; Risk Engineers; Operations Engineers.

  • Module 1 LOPA Purpose and Applicability: Scenario based semi quantitative decisions; Relationship with hazard identification studies; Limits of method and specialist interfaces.
  • Module 2 Scenario Definition: Initiating event and specified consequence; Scenario boundaries and operating conditions; Avoiding combined or ambiguous event definitions.
  • Module 3 Initiating Event Frequencies: Relevant data sources and exposure basis; Assumptions applicability and uncertainty; Common cause and repeated event considerations.
  • Module 4 Enabling Conditions and Modifiers: Conditions required for scenario progression; Justified conditional probabilities and dependencies; Avoiding unsupported probability reductions.
  • Module 5 Independent Protection Layer Criteria: Specific function independence and reliability; Auditability and evidence of sustained performance; Screening safeguards that fail qualification.
  • Module 6 Layer Dependencies: Shared sensors utilities and final elements; Common cause and human response dependencies; Avoiding double counting of protection.
  • Module 7 Human and Alarm Responses: Detection diagnosis response and available time; Training workload procedures and reliability limits; Conditions for justified human action credit.
  • Module 8 Frequency Calculation: Combining justified frequencies and layer factors; Unit consistency and conditional event logic; Checking calculations and retained assumptions.
  • Module 9 Risk Criteria and Additional Reduction: Organisation criteria and consequence classification; Gap identification and risk reduction options; Limits of allocating instrumented protection requirements.
  • Module 10 Sensitivity and Uncertainty: Influential assumptions and parameter ranges; Testing robustness of the decision; Escalation where evidence is insufficient.
  • Module 11 Documentation and Review: Scenario worksheet and evidence traceability; Competent review action ownership and closure; Links to change and protection lifecycle management.
  • Module 12 LOPA Case Workshop: Screening protection layers in a scenario; Calculating frequency and testing assumptions; Presenting a qualified reduction recommendation.

Assessment

  • 60 single best answer questions, including applied scenarios; one mark per question.
  • 90 minute invigilated digital examination with identity verification. Approved accessibility adjustments preserve the assessed competence.
  • Supplied reference pack and calculator permitted; external internet and AI prohibited.
  • Individual applied assessment (60 minutes): Complete a LOPA worksheet using supplied data, reject unsuitable protection credits, calculate scenario frequency and explain sensitivity and required specialist follow up.
  • Assessment criteria: Correct scenario and independence judgement; Accurate transparent frequency calculation; Responsible uncertainty and risk reduction conclusions.
  • Pass each component separately: 45/60 written marks (75%) and at least 70% on the applied task.
  • All mandatory criteria must pass: Reject dependent or unsupported protection credit.
  • Individual results and feedback are provided. One reassessment may follow coaching under the published enrolment terms.

Certification

  • Successful learners receive a TQCSI Arabia digital Certificate of Successful Completion.
  • The certificate records the learner name, exact programme title, teaching hours, completion date and unique verification reference.
  • Verified identity, full attendance and separate written and applied passes are required; all mandatory critical criteria must be met.
  • Proposed issue target: within 30 calendar days of approved results and settlement of applicable fees.
  • Records introductory LOPA application skills; it does not certify functional safety competence, approve SIL allocation or authorise process risk acceptance.
  • Attendance confirmation may record completed hours for unsuccessful learners; it does not certify successful completion.
