Programme Summary

Control process changes before they create unrecognised hazards or weaken existing safeguards. Participants assess technical, procedural, organisational and temporary changes through a structured review and approval workflow. A plant modification case links risk assessment, document updates, training and readiness checks, helping teams define who may authorise change and what evidence is needed before equipment or processes return to operation.

02

Training Objectives

1 Recognise changes that may affect process safety; 2 Evaluate technical organisational and temporary change risks; 3 Coordinate competent review approval and implementation; 4 Define readiness evidence before startup or handback; 5 Verify closure and monitor unintended change effects.

03

Learning Outcomes

1 Screen a proposed change for safety review; 2 Prepare a documented change impact assessment; 3 Define approval training and document update needs; 4 Develop a prestartup readiness checklist; 5 Specify change closure and follow up evidence.

04

Target Audience

Process Engineers; Operations Managers; Maintenance Engineers; Process Safety Advisors; Engineering Change Coordinators.

05

Target Industries

Oil and Gas Processing; Petrochemical Manufacturing; Chemical Manufacturing; Bulk Fuel Storage; Industrial Gas Production; Power Generation.

Course Contents

  • Module 1 Change Management Scope: Technical procedural organisational and temporary changes; Replacement in kind and justified screening; Responsibilities and change initiation records.
  • Module 2 Technical Basis and Boundaries: Purpose design assumptions and affected equipment; Process information and operating envelope changes; Interfaces utilities and downstream consequences.
  • Module 3 Risk and Safeguard Review: New hazards and weakened existing protections; Human factors competence and staffing effects; Suitable study methods and specialist involvement.
  • Module 4 Approval and Conditions: Competent reviewers and decision authority; Residual risks actions and implementation conditions; Temporary change duration and expiry controls.
  • Module 5 Implementation Planning: Drawings procedures maintenance and training updates; Supplier contractor and simultaneous work interfaces; Controlled execution and deviation management.
  • Module 6 Prestartup Readiness: Completed actions and verified protective functions; Operating instructions competence and emergency readiness; Hold points and authorised startup decisions.
  • Module 7 Closure and Monitoring: As built records and action completion evidence; Post change performance and unintended effects; Temporary change reversal or formal extension.
  • Module 8 Management of Change Workshop: Assessing a fictional process modification; Preparing review approval and readiness requirements; Presenting a justified startup or hold recommendation.
07

Assessment

  • 40 single best answer questions, including applied scenarios; one mark per question.
  • 60 minute invigilated digital examination with identity verification. Approved accessibility adjustments preserve the assessed competence.
  • Supplied reference pack and calculator permitted; external internet and AI prohibited.
  • Individual applied assessment (30 minutes): Prepare a management of change record and prestartup checklist for a fictional modification, then justify approval conditions or reasons to hold startup.
  • Assessment criteria: Complete change and safeguard impact review; Clear competent approval and readiness evidence; Effective closure and temporary change controls.
  • Pass each component separately: 30/40 written marks (75%) and at least 70% on the applied task.
  • All mandatory criteria must pass: Hold startup when critical safeguards are unresolved.
  • Individual results and feedback are provided. One reassessment may follow coaching under the published enrolment terms.
08

Certification

  • Successful learners receive a TQCSI Arabia digital Certificate of Successful Completion.
  • The certificate records the learner name, exact programme title, teaching hours, completion date and unique verification reference.
  • Verified identity, full attendance and separate written and applied passes are required; all mandatory critical criteria must be met.
  • Proposed issue target: within 30 calendar days of approved results and settlement of applicable fees.
  • Records process change management learning; it does not authorise engineering modifications, process startup or residual risk acceptance.
  • Attendance confirmation may record completed hours for unsuccessful learners; it does not certify successful completion.
