Programme Summary
Strengthen the coordination of hazardous work through disciplined permit controls and energy-isolation arrangements. Participants connect task planning, authorisation, isolation verification and communication with safe execution, suspension and handback. Case exercises and benign training equipment develop practical recognition of incomplete permits, stored energy and conflicting activities, helping organisations reinforce their own procedures and appointment requirements.
Training Objectives
1 Clarify permit roles and work coordination responsibilities; 2 Strengthen identification of hazardous energy sources; 3 Improve isolation planning verification and control discipline; 4 Develop effective handover suspension and reinstatement practices; 5 Support recognition of unsafe permit conditions.
Learning Outcomes
1 Review a permit against supplied task hazards; 2 Map energy sources and required isolation points; 3 Demonstrate a controlled isolation on training equipment; 4 Identify conflicts requiring work suspension or reassessment; 5 Complete a documented handback and reinstatement sequence.
Target Audience
Permit coordinators; Operations supervisors; Maintenance supervisors; HSE officers; Maintenance technicians; Contractor supervisors.
Target Industries
Oil and gas processing; Chemical manufacturing; Power generation; Water treatment; Manufacturing; Industrial maintenance contracting.
Course Contents
- Module 1 Permit Systems and Responsibilities: Permit purpose scope and procedural limits; Issuer acceptor and workforce responsibilities; Competence appointment and communication requirements.
- Module 2 Task Planning and Work Interfaces: Task hazards location and equipment identification; Required precautions supporting certificates and checks; Simultaneous activities and conflicting permits.
- Module 3 Hazardous Energy Identification: Electrical mechanical thermal and fluid energy; Multiple supplies backfeed and stored energy; Defining boundaries and isolation points.
- Module 4 Isolation and Verification: Shutdown isolation locking and tagging sequence; Discharging restraining and controlling stored energy; Verification before work and continued control.
- Module 5 Permit Issue and Acceptance: Confirming prerequisites before permit issue; Briefing workers and checking shared understanding; Worksite conditions and permit acceptance.
- Module 6 Execution Change and Handover: Monitoring precautions and changing conditions; Group isolation and shift transfer controls; Suspension extension and revalidation triggers.
- Module 7 Handback and Reinstatement: Equipment condition and workforce clearance; Controlled lock removal and authorisation; Restoration notification and permit closure.
- Module 8 Applied Permit and Isolation Review: Recognising incomplete or conflicting controls; Demonstrating a benign training isolation; Documenting escalation and controlled handback.
Assessment
- 40 single best answer questions, including applied scenarios; one mark per question.
- 60 minute invigilated digital examination with identity verification. Approved accessibility adjustments preserve the assessed competence.
- Supplied permit procedures and equipment diagrams allowed; internet, AI and personal notes prohibited.
- Individual applied assessment (30 minutes): Review a permit and energy map for a supplied maintenance case, identify omissions, and demonstrate assigned isolation and verification steps on a benign training rig. Explain stop-work triggers and complete the handback sequence under individual observation.
- Assessment criteria: Complete hazard and energy-source identification; Correct isolation verification and communication sequence; Controlled work suspension handback and restoration decisions.
- Pass each component separately: 30/40 written marks (75%) and at least 70% on the applied task.
- All mandatory criteria must pass: Verify isolation of all relevant energy including stored energy before simulated work; Do not remove another person’s lock outside the approved exceptional procedure; Do not restore energy before authorisation and confirmation that people are clear.
- Individual results and feedback are provided. One reassessment may follow coaching under the published enrolment terms.
Certification
- Successful learners receive a TQCSI Arabia digital Certificate of Successful Completion.
- The certificate records the learner name, exact programme title, teaching hours, completion date and unique verification reference.
- Verified identity, full attendance and separate written and applied passes are required; all mandatory critical criteria must be met.
- Proposed issue target: within 30 calendar days of approved results and settlement of applicable fees.
- Records assessed permit and isolation learning; it does not appoint permit issuers, confer authorised-worker status or replace site-specific procedures and competency assessment.
- Attendance confirmation may record completed hours for unsuccessful learners; it does not certify successful completion.
