Programme Summary

Build safety measures that show whether important controls are working and where management attention is needed. Participants connect indicators with risk scenarios, define reliable data and challenge misleading performance signals. Practical cases combine leading and lagging information with verification evidence, producing a focused dashboard and review routine that supports action without treating low injury counts as proof of effective risk control.

02

Training Objectives

1 Connect safety indicators with significant operational risks; 2 Define reliable measures and accountable data ownership; 3 Balance leading lagging and exposure information; 4 Challenge misleading trends and weak assurance evidence; 5 Use performance reviews to drive control improvements.

03

Learning Outcomes

1 Design a risk linked safety indicator set; 2 Write clear measure definitions and data rules; 3 Interpret a safety dashboard with limitations; 4 Define control verification and escalation thresholds; 5 Prepare a focused management performance review.

04

Target Audience

HSE Managers; Safety Performance Analysts; Operations Managers; Safety Assurance Leads; Corporate Risk Managers.

05

Target Industries

Manufacturing; Construction; Logistics and Warehousing; Facilities Management; Utilities; Hospitality Operations.

Course Contents

  • Module 1 Purpose of Safety Measurement: Decisions users and significant risk scenarios; Performance signals versus proof of safety; Personal injury and major hazard distinctions.
  • Module 2 Linking Measures to Controls: Critical control functions and expected performance; Inputs activities outputs and outcome relationships; Selecting indicators that reveal degradation.
  • Module 3 Leading and Lagging Information: Control checks maintenance and competence measures; Incidents near misses and loss events; Exposure denominators and reporting context.
  • Module 4 Data Definitions and Integrity: Clear inclusions exclusions and calculation rules; Sources owners validation and consistent periods; Underreporting incentives and missing information.
  • Module 5 Targets and Interpretation: Meaningful thresholds and response triggers; Variation trends and small number limitations; Avoiding arbitrary targets and misleading comparisons.
  • Module 6 Assurance Evidence: Verification sampling and field confirmation; Testing whether measures reflect actual controls; Independence competence and evidence limitations.
  • Module 7 Management Review and Action: Focused dashboards and decision relevant narratives; Escalation ownership and corrective response; Reviewing indicator usefulness and unintended effects.
  • Module 8 Performance Review Workshop: Critiquing a fictional safety dashboard; Designing a risk linked indicator set; Presenting control concerns and management actions.
07

Assessment

  • 40 single best answer questions, including applied scenarios; one mark per question.
  • 60 minute invigilated digital examination with identity verification. Approved accessibility adjustments preserve the assessed competence.
  • Supplied reference pack and calculator permitted; external internet and AI prohibited.
  • Individual applied assessment (30 minutes): Critique a supplied dashboard and create a risk linked indicator set with data definitions, control verification and clear management response thresholds.
  • Assessment criteria: Relevant links between measures and risks; Reliable definitions and honest interpretation; Actionable assurance and escalation arrangements.
  • Pass each component separately: 30/40 written marks (75%) and at least 70% on the applied task.
  • Individual results and feedback are provided. One reassessment may follow coaching under the published enrolment terms.
08

Certification

  • Successful learners receive a TQCSI Arabia digital Certificate of Successful Completion.
  • The certificate records the learner name, exact programme title, teaching hours, completion date and unique verification reference.
  • Verified identity, full attendance and separate written and applied passes are required; all mandatory critical criteria must be met.
  • Proposed issue target: within 30 calendar days of approved results and settlement of applicable fees.
  • Records safety performance and assurance planning skills; indicators alone do not establish legal compliance or acceptable operational risk.
  • Attendance confirmation may record completed hours for unsuccessful learners; it does not certify successful completion.
